Global financial and economic turmoil of 2008-2009 exacerbated the situation in economic and banking sector, caused social problems such as unemployment, pay reduction, and drop in the living standards. Innovative transformation of economy was declared a fundamental goal, achievement thereof shall improve the public welfare and even ensure the new living standards.
