Current budget system of this country is marked by financing gap of regional budgets. Lack of complex approach to budget balance of the constituent entities of the Russian Federation at the federal level, incomplete income compensation due to the budget and tax reform result in disproportion in social and economic development of the territories, and in the inability of regional and municipal budgets to provide for themselves.
