The article deals with the issue of CIS security. Increase in the number of local conflicts, heaps of people embroiled therein, belligerents’ cruelty put a point of improving conflict arrangement system, primarily of peacekeeping and human rights protection, before the world community. No adequate answer to this question was given by the existing security concept. Therefore there came new attempts to estimate the security issue and the ways to solve it.
