Russia has always been and still remains the largest northern power. 8% of the population produce about 35% of the Russian GDP. This territory plays an integral role in the national economy, security and geopolitical interests, thus being of high significance for the present and future of the country. For instance, arctic oil and gas stockpile exceed all hydrocarbon resources of the country 2.4 times.
