A degree is a public benefit used by the whole population, it ensures the integrity and the development of society. Quality education needs more money. Being the main product of the degree, professional knowledge contribute to the development and the integrity of society and gained the value of a public benefit. All classes of society as well as the the whole world community have a stake in the quality of the higher vocational education. Thus a new approach to diversification of higher education financing is wanted to improve its quality, and to solve the issue it faces all over the world.
