On January 29, 2009, Dmitry Medvedev, president of Russia, addressed the enlarged college meeting of the Federal Security Service held in Moscow. Among other things he noted that the past year was an eventful one and affected the world balance. We faced the barbarous aggression of Georgia against two other countries, unrecognized for the time being, against Russian people. Volatile social and political environment reigned in a number of neighboring states, there were still attempts of NATO expansion owing to the so-called accelerated steps of Georgia and Ukraine to join NATO. This required well coordinated work of security agencies and law-enforcement agencies.
