Features of administrative and territorial system influencing fiscal capacity adjustment (Krasnoyarsk territory case study)

The authors chose the Krasnoyarsk territory as a case study due to its possessing both typical and peculiar features of a constituent entity of the Russian Federation. The Krasnoyarsk territory is listed among the top 10 donor regions forming over 50% of Russia’s GDP and the federal budget. The total industrial growth in 2006 was 2.1%. Regardless it being lower than the average performance in Russia (5 up to 10%), the Krasnoyarsk territory is among 12 entities that turn out a half of the overall industrial production.
