Russia gave up on its totalitarian past and is now working on its federal status, past mistakes taken into account, and supported by parliamentary principles that had been forming and established long since. Consistent move to democratic principles of the constitutional system only may imply move to advanced parliamentarism when all its constituents, such as separation of powers, supremacy of law, parliament with the right of law-making and monitoring, work hard, in coordination and with maximum performance.
