Transforming the Kazakhstan economy into innovational form requires to solve several problems related to national innovational system creation and development. The article analyses innovational activities of entrepreneurs and factors that influence it; it describes the mechanisms of state control for the information-generating sector, of financing the different stages of innovational process; it studies the development mechanisms and their role in commercial realisation of research results and products, and creating innovational infrastructure for the scientific research bodies.
