Objective preconditions of the new system of functional protection of economic interests and the explanation of major outburst of influence peddling in the first years of "free market" in Russia are considered to be the diversification processes within the administration mechanism; changes in the economic relations between companies; appearance of new bodies forming the basis of new market infrastructure. A complex net started to form of systems acting on behalf of new companies and protecting their interests in the government bodies.
