Importance The research examines programs for social support of the population, and evaluates them, considering the crisis.
Objectives The research analyzes programs for social support of the population during the economic crisis with respect to the Russian and global aspects.
Methods Using the systems methods, I examined contemporary global programs for social support of the population.
Results The article analyzes programs for social support of the population and presents my proposals for integrating international projects into the Russian practice.
Conclusions and Relevance Foreign countries use the models of universalism and goal-setting and various implementation methods as part of national social welfare systems and social security. The prevailing part of budgetary spending is earmarked for social security of its recipients, no matter whether they need it or not, i.e. as part of the universalism model. European countries provide social security and spend public and local budgetary funds more than Russia does. That is why foreign countries use models of goal-setting and assess recipients’ income in this respect. The findings may prove useful for students and teachers, commercial and public organizations involved into social welfare activities.
