Importance The research examines one of the steps in selection of contractors for public and municipal services, which will take place when competitive methods for such selections are implemented. Objectives The research determines non-monetized criteria and indicators, which will guide public and local authorities in selecting the contractor of public and municipal services. Methods We applied methods of analysis and synthesis of scientific and regulatory frameworks. The theoretical underpinning includes proceedings of the Russian experts in the subject and regulatory documents of federal significance. Results We analyzed quality indicators of public and municipal services as set forth in the quality standards, State and municipal jobs, documents governing the independent evaluation of the quality of public and municipal services. We found the existing weaknesses of those indicators, which were applied to evaluate the quality of public and municipal services. Upon the analysis, we enlisted non-monetized indicators and the procedure public and local authorities are to follow in selecting contractors of public and municipal services. Conclusions and Relevance As we found out, public and municipal authorities should consider such non-monetized criteria as the quality of public and municipal services, supplies for their delivery, availability of human resources, professional qualification to evaluate bids of contractors of public and municipal services. The approach can be used to prepare regulatory and methodological documents.
