Importance The article evaluates whether public and private organizations may compete in the market of public services. Objectives The research determines indicators which governmental authorities and local authorities use to take decisions on a competitive or uncompetitive method for choosing the provider of public services. Methods The research involves methods for analysis and synthesis of scientific and regulatory frameworks. The theoretical framework includes scientific proceedings of the Russian experts in the subject and federal regulations. Results We described steps for choosing the method to appoint the provider of public services and determined indicators that governmental authorities should use to take decisions on the specific method for selecting the provider of public services. The article presents how these indicators were calculated, illustrating secondary and secondary vocational education institutions. The research reviews the procedure for assessing the aggregate indicator that reflects the competition level between public institutions and private entities in the market of public services. Conclusions and Relevance As the research shows, the provider of public services shall be selected on the basis of the average headcount in private entities, time of private entities' operations, due diligence index of private entities. The approaches can be used to prepare legislative regulations and methodological documents.
