Human capital as part of the neo-industrial model for development of domestic economy: Significance, inconsistency, discontents

Importance The article discusses the condition, role and identity of human capital if seen in terms of transition to the neo-industrial model for development of domestic economy. It is one of the focal, significant and current goals of economic analysis.
Objectives The research focuses on how the strategy for Russia's socio-economic development can be formally presented and possible development capabilities are identified, considering the economic theory of political economy, evolution and institutionalization. As I assume, the reproduction of highly professional human capital represents the basis for the fundamental neo-industrial model for development of domestic economy. Keeping the objectives hereof in mind, I identified the existing model of economy, proposed the isosceles triangle model to activate innovative capabilities for human capital reproduction.
Methods The research relies upon the cognitive potential – results of the human capital theory and, evolutionary and institutional economic theory have. Those theories proved that highly professional capital should be reproduced during the transition to the neo-industrial model for development of domestic economy. It implies that the process should be specifically organized through the isosceles triangle model.
Results Based on the human capital theory, I applied methods of structural, institutional and systems analysis, instrumental design, thus generating the isosceles triangle model to effectuate the capabilities for human capital reproduction during the transition to the national development strategy, other than that based on resources. The model comprises cultural and mental links, adaptive stewardship of human capital reproduction and implies modernizing the education sector in line with needs of the reproductory system of the sixth technological mode.
Conclusions and Relevance The final part aligns the main conclusions of the research. The outcome should underlie the basic platform for priority development of the national economy when it moves towards its post-industrial phase, and enhance internal and external performance. The practical findings can be useful for governmental bodies to outline the strategy for socio-economic development of the nation.
