Development of regional environmental management models in accordance with ISO 14001:2015 innovation format

Subject The article deals with the issues of development of models and methods of harmonizing the environmental policies of individual enterprises and organizations with the development strategies of regional socio-ecological-economic systems, in general.
Objectives The purpose of the study is to develop a typology of regional economic systems of subjects of the Russian Federation by volume and specificity of produced negative environmental effects, for further optimization of strategies for environmental activities at the regional level.
Methods The main method of research is a cluster analysis. To carry out the analysis, we used a hierarchical algorithm for k-means clustering and STATISTICA software package. The annual State reports On Environmental Conditions and Protection in the Russian Federation for 2010–2014 served the research database.
Results The cluster analysis results show that it is possible to select several specific types of regional socio-economic systems; a particular model of regional environmental management can be assigned to each of them. For the two main models of regional environmental management, we offer specific tools to stimulate enterprises and organizations to more responsible environmental behavior
Conclusions The proposed instruments are market-oriented, and they stimulate the regional economy to the best available technology, which should have a positive impact not only on the ecology of the region, but also on its economic development.
