Importance Whereas compulsory medical insurance plans are implemented with insufficient funding in the regions, it necessitates commercial methods to finance health care, including voluntary medical insurance.
Objectives The research identifies factors influencing the development of voluntary medical insurance in the regions of the Russian Federation and homogeneous groups of national constituent entities in line with those factors.
Methods The research draws upon functional and historical approaches to analyzing the subject, and multivariate classification methods, dimensionality reduction methods, statistical groupings, and ranking methods.
Results We devised methods for multivariate classification of the constituent entities of the Russian Federation in line with determinants of the voluntary medical insurance development. The regions are divided into seven typological groups by level of socio-economic development.
Conclusions and Relevance We found those regions where the level of voluntary medical insurance is incompliant with the level of socio-economic and demographic development. The system development level is described with the amount of insurance premium collected per person constantly residing in the region. The article provides our recommendations for advancing voluntary medical insurance in the regions of the group and describes the regions in terms of insurance business opportunities.
