The mechanism for making the anti-crisis budget of Russia: A methodological approach to effectiveness evaluation

Importance The article overviews aspects of the effective anti-crisis budgeting in Russia.
Objectives I determine limits and prospects of applying the federal budgeting for countering crisis trends in the Russian economy.
Methods The research draws upon methods of formal, dialectic and mathematical logic, abstraction, analysis, deduction, and induction.
Results During the current economic downturn, the budgetary policy was proved to be implemented through the federal budget, should cushion the respective shock by using tools for anti-crisis budgeting of the Russian Federation, budgetary indicators and rules. The article describes tools, which should establish the balance between whipping up economic growth and complying the stringent budgetary requirements. We found a group of factors inhibiting or catalyzing the effect of fiscal multipliers and graded them by their effect, considering the balance of the federal budget of the Russian Federation.
Conclusions and Relevance The anti-crisis budget becomes efficient if fiscal multipliers for various expenditures are in place. All other things being equal, those parameters may boost the economy within any period of time. The federal budget will be of anti-crisis nature if the effect of fiscal multipliers maximizes. It may become evident when budgetary spending is determined in line with the effect of fiscal multipliers, but still may require to compromise between the balanced federal budget and a possible positive effect. The outcome is applicable to the budgetary policy of the Russian Federation to smooth negative implications of the current economic circumstances and create conditions for growing GDP in the mid- and long run.
