Importance The article focuses on the financial situation and its contradictory nature as the regions participate in numerous national programs and activities so to optimize regional funding. Objectives The research investigates how components of financial flow formation and allocation mechanisms relate to each other and interact at the level of entities, population and authorities. The research pursues systematizing and determining certain criteria for classifying financial flows, rules for their allocation (reallocation) among the population, entities and authorities. Methods This article employs methods of comparative analysis, systematization and generalization of scientific sources to determine issues of imbalance in financial flows at the regional level. Results The former system of statistical data should be updated. Hence the financial mechanism includes such criteria as the industry development and investment in the region's economy to enhance financial stability of the regions' development. Considering the general imbalance in finance, it gets more challenging to form and allocate financial flows of the regions under some adverse circumstances. Conclusions and Relevance To address these issues and imbalance in regional financial flows consistently, there should be a practical approach to applying the new mechanism for steering financial flows of the Russian regions and adapting methodologies to local development under new circumstances.
