The system for financial support of health care in the region: development issues and prospects (evidence from the Republic of Mordovia)

Importance The research investigates issues of financial support to the Russian health care as a whole, and in the region in particular, considering gradual substitution of State finance with non-governmental funds and transition to single-source financing through the compulsory medical insurance system.
     Objectives The research outlines practical recommendations for developing the system of financial support to national health care.
     Methods I applied a systems, structural, logic, comparative analysis, economic and statistical methods, graphic depiction of results, etc.
     Results I examined the current practice of financing the industry in the Republic of Mordovia, and proposed areas for developing the system of national health care financing.
     Conclusions and Relevance Russia has been extensively improving the medical industry for the recent years. However, there are many pending issues in terms of financial support. The insurance mechanism is insufficiently effective in Russia. Hence further changes should pursue higher efficiency and productivity of the medical aid process so that investment could generate the highest possible effect. Separate clauses and recommendations could be used by regional executive authorities to address issues of financial support to health care, or for educational and practical purposes.
