Importance. The article deals with specifics methods to find the contractor (supplier) of public (municipal) services as an area for improving their quality. Objectives. The research determines the main characteristics of a State (municipal) order of public (municipal) services for individuals and legal entities as a competitive method to identify the supplier of the services. Methods. The research employs methods of analysis and synthesis of the scientific and regulatory framework. The theoretical underpinning comprises scientific proceedings of the Russian experts in the subject, and regulatory documents of the federal level. Results. We outline the conceptual framework on the subject and substantiated tenders as a reasonable way to choose the supplier of public (municipal) services. The article presents approaches to articulating requirements to the supplier of services and proposals on the content of bidding documents and the evaluation of bidding parties’ applications. We examined tools for mitigating the default risk or the risk of improper performance of the contract. Conclusions and Relevance. There should be conditions for competition in the relevant market, and equal terms for governmental and non-governmental organizations when selecting the supplier of public (municipal) services. The proposed approaches and suggestions can be used to prepare regulatory and methodological documents on public (municipal) services on behalf of a legal entity for individuals and other legal entities on a competitive basis
