Target consumer subsidies as a competitive method for determining the provider of public (municipal) services

Importance The article focuses on the competition development in public (municipal) services as an area for improving the quality of their delivery.
     Objectives The research reviews the Russian practices of applying the technique of target consumer subsidies and identifies the main reasons obstructing the development of this method for determining the provider of public (municipal) services.
     Methods The research applies methods of analysis and synthesis of scientific and regulatory frameworks. The theoretical underpinning includes researches of the Russian experts into the subject and federal and regional regulations.
     Results We propose a conceptual framework, determine terms on which public (municipal) services can be provided through target consumer subsidies. The article also indicates barriers impeding non-governmental organizations’ entry to the market of public (municipal) services. We express our ideas on the content of the Qualification-Based Selection Notice and enlist non-monetary criteria for evaluating applications.
     Conclusions and Relevance Non-governmental organizations lack economic interest in rendering public (municipal) services as one of the key constraints for the development of target consumer subsidies. The proposed approaches and ideas can be used to prepare regulations and methodological documents on public (municipal) services provided by entities subject to public law to individuals and legal entities on a competitive basis.
