Importance Reliable information on financial affordability is a cornerstone for formulating the financial policy, setting goals for financial affordability and monitoring how the goals are achieved. Objectives The research examines and analyzes the quality of access to, and the use of financial services in the Russian regions, and channels for delivering them to consumers. Methods Based on econometric methods, I analyzed various aspects of delivering financial services in regions to different population levels. The research methodology involved a representative survey and interviews with consumers and suppliers of services so to get a better understanding of financial affordability from the consumer’s viewpoint. Results The research may prove useful for students and teachers in economic universities, and provide guidance for banking or other financial institutions. Conclusions and Relevance To increase the financial affordability, Russia has to overcome common stereotypes about suppliers of financial services and products (for example, negative sentiment concerning loan or speculations on that savings are reasonable only if you deposit large amounts). The problem should be tackled by policy makers and suppliers of financial services.
