On the risk of the unprepared scientific, technological and production base of entities of the military-industrial complex for implementing military production programs and plans

Importance The article examines the improvement of the methodological framework for assessing the risk of corporate unpreparedness for performing the State defense order. We substantiate the need in the framework and the production and technological base of the military-industrial complex, which requires a substantial injection of public funds.
     Objectives The research pursues improving the quality of the methodological framework for evaluating the feasibility of military production programs and plans.
     Methods The research employs the methodology of a systems analysis. The article proposes a methodological approach presented as a combination of stages, with each of them being formulated as a rule (principle) that, if performed, will facilitate an unbiased assessment of the risk.
     Results Risk assessment should follow a comprehensive examination of whether the scientific, technological and production base of military-industrial entities is prepared to implement (manufacture) materials, technologies, electronic components, subsystems, machines, nodes and parts. To make the article practice-oriented and align it with the preparation and enforcement of planning documents, in assessing risks, we consider the time factor and vital types of resources (labor, financial, technical, technological), which, if available, enable military-industrial entities to be prepared for manufacturing military products and components.
     Conclusions and Relevance The article may be used to devise a method for assessing the risk of the unpreparedness of the scientific, technological and production base of military-industrial entities for implementing the military production programs and products, and increasing the reasonableness of planning decisions.
