Importance The degree of implementation of legislative and regulatory documents, which form the vector of the national innovation policy development, is one of the directions determining the development of innovation activity in the country. Among them, the key role belongs to national innovation strategies. The evaluation of their implementation assumes particular relevance. Objectives The purpose of the research is to analyze the implementation of national innovation strategies and to identify the type of the Russian innovation policy in the today's environment. This procedure requires an analysis of a number of key legislative and statutory documents regulating the innovation sector. Methods The legislative and statutory documents of the Russian Federation Government served as a theoretical and methodological basis of the research. The methodological basis of the research also included a systems scientific approach to the assessment of the national innovation strategies' implementation. Using the methods of analysis, synthesis, specification and generalization, grouping, as well as the analytical, graphical, comparative, economic and statistics methods, we analyzed the implementation of the national innovation strategies from the perspective of the systems approach. We also identified the type of Russian innovation policy on the basis of expert evaluation. Results The theoretical significance of the research is in extending and deepening the scientific understanding of major directions of the national innovation policy development. The practical significance of the research is the worked out practical recommendations that create the methodological and practical bases to build the national innovation policy. The article highlights that national innovation strategies are not implemented in full; during today's period of instability, their implementation will be complicated. The paper identifies evaluation criteria of the national innovation policy, which enable to identify the policy type. The State bodies of the Russian Federation may use the practical recommendations when assessing the efficiency of the national innovation policy implementation, including the appropriate legal framework. Conclusions and Relevance We emphasize that in the current context, the national innovation policy is associated with average risk level. Partial fulfilment of strategic indicators hinders efficient implementation of the national innovation policy.
