Importance Within the context of continuing financial crisis, the problem of developing an efficient national payment card system as part of the national payment system of the Russian Federation assumes its increasing relevance. Objectives The research aims to identify the development perspectives of the Russian Federation's national payment system, to make recommendations in terms of the rational behavior of all participants of a conflict (defining of optimal behavior strategies for each player) in cooperation game in financial field, which are connected with the changes of the Russian Federation national system of payment cards. Methods The research was carried out with the help of historical, comparative, logical, economical and mathematical analyses. The article deals with the major instruments and methods, which are necessary for a successful realization of the national system strategy of the Russian payment cards and it describes the ways to increase the financial sustainability of the Russian Federation's national payment card system. Among the methods and instruments that contribute to the financial sustainability of the national system of payment cards, we considered the financial risks evaluation, the evaluation of the Russian Federation territorial advantages, and matrix game method, etc. To evaluate financial stability of the national system of payment cards, we suggest the using our original method based on cooperative games, the solution of which is among the variety of dominated imputations. Results The findings provided an analysis technique of the prospects of the Russian Federation coalition with other countries to achieve the better financial result in development of the national payment system of the Russian Federation, which will enable even at the system basis stage to assess the financial risks, to provide them for different coalition options in the form of cooperative game without side payments. The obtained results may facilitate an adoption of a national payment cards system with an economic benefit to the State and with counteracting the consequences of economic sanctions. Conclusions and Relevance We concluded that a more flexible development of the national payment system of the Russian Federation requires to undergo structural reforms within the framework of the Russian financial system, and to consider not only the risks of changes in the oil barrel evaluation, but also the risks of the impact of subjective and objective external forces, which are acting in coalition against the Russian Federation.
