Importance Insurance as a risk management tool in agriculture of the Russian Federation is underutilized, and agricultural insurance of the State support has many drawbacks and does not perform its functions that confronts science and practice with the need to address a number of the problems existing in this area. In the modern conditions, the urgent need to improve the efficiency of agricultural insurance with the State support has determined the need for carrying out of this research. The object of the research is the agricultural insurance with providing of the State support. The subject is to determine the result of subsidizing of insurance premiums.
Objectives The purpose of this study is to analyze the current state of the State support to the agricultural insurance of the Russian Federation, and to find the solutions to overcome the adverse processes in this area.
Methods In this paper, using the method of correlation and regression, we analyze the main target indicators characterizing the State support of the agricultural insurance for the period from 2001 to 2013.
Results The analysis led to the identification of the impact on the area under crops with the insured amount of subsidies from the budgets of all levels allocated to compensation for part of the insurance premium.
Conclusions and Relevance In modern conditions, the agricultural insurance with the State support in the Russian Federation is not effective due to a mismatch of damage sustained by agricultural producers in the result of occurrence of the adverse climatic conditions, and an insurance indemnity paid to them. We emphasize that despite the increase of the budget expenditures of all levels, it leads to the additional expenditures of budget for the financial support of the agricultural producers, as well as to failure of the State to fulfil its obligations with regard to the compensation of the part of insurance premium.
