The role of non-banking credit institutions in the system of institutional banking services market

Importance The authors consider the issue of the economic importance of formation, functioning and development of the banking system in the development of the national economy, which has determined the main purpose and relevance of the article.
     Objectives The article traces the evolution of the presence of non-banking credit organizations (NBCO) in the Russian banking system, it also evaluates the role of non-banking credit organizations in raising capital and capacity of the national banking system.
     Methods As the methodological basis of the study, we have used a systematic approach, comparative analysis, methods of economic and statistical analysis. In addition, we used the results of works of the Russian scientists in the field of institutional development. The study found that over the past 15 years there has been two time increase in the number of NGOs, while the number of banks has decreased by one third. Nearly two-thirds of the total numbers of active NBCOs are concentrated in Moscow. The average annual growth rates of assets and capital of the non-banking credit organizations outrun the corresponding growth rates observed in banking credit institutions, at three and one percentage points respectively. The segment of the domestic NBCOs is a diverse group, the overwhelming majority of which form small NBCOs. The share of first 5 NBCOs now accounts for 87% of assets and 79% of total capital. We found that the percentage of assets and capital of the NGOs in total assets and capital of the banking sector in Russia in 1999-2013 was at the level of 0,2-0,6%, while the share of lending (mainly interbank one) has recorded even lower - at a rate of 0,02-0,07%, indicating about the insignificant contribution of NBCOs in the development of the banking sector of the country.
     Results The paper may be of interest to the Bank of Russia, NBCO and their counterparts within the framework of the objectives of risk management.
     Conclusions and Relevance We present proposals to tighten the prudential banking supervision over the activities of non-banking credit institutions and how to improve the transparency of NBCOs.
