The article points out that the results of use of budgetary resources in budgets at all levels of the budgetary system are greatly connected with questions of the population's life-sustaining activities. The article investigates the need and restrictions, which exist within the framework of participation of citizens in the control processes and defining of the planned results of use of budgetary resources. The author considers the main factors, which cause the need for wider use of the public initiatives in this area and provides recommendations to improve an interaction with population in predicting the outcomes and while conducting an appropriate monitoring.
