The mechanism of financial support of the government's activities in terms of budget reform

Modernization of the public sector in Russia within the framework of budget reform involves implementing the appropriate action framework in the financial policy of the State, and it seeks to improve the management of public finances. In this case, modernization of the mechanism of financial support of the State institutions as institutions, which directly implement the expenditure commitments of public legal institutions in their public services, assumes the great theoretical and methodological background for implementing the modernization of the mechanism of financial support of public institutions, norms, and to ensure synchronization of financial flows of the State institutions. This objective has required identifying of the causes, which underlie an objective need of the financial support to modernize the state institutions in terms of fiscal reform and to clarify the existing framework of categories and concepts of the financial mechanism of the state institutions taking into account their role and place in the implementation of financial policies of public-law entity. The general scientific principles and research methods, involving a systematic approach to the study of the operation of the financial mechanism, financial relations, public institutions in their relationships and development served as the methodological framework of the research. The main practical effects of the research resulted in the development of the recommendations aimed at modernizing of the financial management of public-law entity. The paper identifies the processes underlying modernizing of the budgetary mechanism of financial support of budgetary and autonomous institutions as adapting it to the modern conditions by modifying of (advent of the new and transformation of the existing ones) the financial methods, tools, as well as financial support of the State institutions.
