The article examines the instrument for diagnostic study of municipal financial budgets. The author suggests a system of the indicators for an assessment of budget balance, financial independence and budgetary stability of municipal entity, orientation of municipal budgetary policy in the sphere of the budgetary expenses and debt policy of municipal entity.
