The article offers the tools which use will promote the solution of an actual task on scientific justification and development of methodological approach which will allow carrying out system transformations in the sphere of management of property belonging to the state (real estate objects and the land plots). The authors present the approaches to development of criteria of an assessment of efficiency of transformations of property relations for receiving the maximum social and economic result for private business, ministries and departments and for the state as a whole.
