The article critically analyzes recent transformed notions of clusters, specifies actual circumstances for the formation of more perfect approach to explain the dynamics and the effective functioning of clusters, substantiates market-oriented technological approach which allows evaluating the macro-and micro-economic potential of the cluster. The author proposes a mathematical model of the cluster, which allows managing both its individual elements, and the cluster as a whole. It has a theoretical and practical sense and has the potential for the formation of innovation clusters.
