The article considers the actual issues for science and practice connected with use of the distribution mechanism of the financial help to local budgets. The author investigates the problems connected with a distribution technique of the inter-budgetary transfers of grants to local budgets. The paper offers the ways of improvement of a calculation method at the level of the budgetary security of municipalities, and competitive development stimulations of municipalities in expenditure of budgetary funds.
