The article considers the features for use of various financial instruments as sources of increase of level and population life quality. The authors reveal reducing the role of budget and fiscal instruments and substantiate the importance of social insurance as an effective tool for improving the quality of life in the modern world. They pay special attention to the minimum social standards, their role in regulation of economic and social situation of the population.
