On the basis of correction of short-term and long-term target reference points of structural development of national economy by authors need of transition to the new paradigm of the economic growth based on modernization of production sector of real economy by means of use of the channel of investment activity is proved. Expansion of investment activity of the managing subjects supported with tools of credit, percentage and investment channels, leads to development of non-oil sectors of economy and leveling of dependence of macroeconomic parameters of development of the country from a raw component.
