In the conditions of active globalization of feature of the solution of the problems, caused by integration of a banking system of Russia into a world banking system, are the most actual. In work by means of the methods of expert estimates and the comparative analysis features of the banking legislation of the Russian Federation in relation to the Basel agreements directed on a regulation of sufficiency of own capital of commercial banks are revealed. Key problems of adaptation of the Russian commercial banks to requirements of Basel of III are defined, possible ways of their decision in modern conditions are formulated.
