The results of research of the widespread phenomenon are presented in article in the budgetary Russian Federation system – adjustments of parameters of budgets for the income. The reasons of adjustments are described, analytical data on the regional budget of the Sverdlovsk region are provided. Influence of adjustments of parameters of the income of the budget on development of budget planning is proved.
