Financial features of availability of educational services for various population categories

In the article is shown that education, being in essence the public benefit, it is more and more transformed to category of market services. Payments are an integral feature of the modern system of education. Essential differentiation of the population on availability of services on various social and economic groups is opened. The question of need of formation of new system of the economic and financial relations in the sphere of educational services on a principle of social justice for all categories of the population is considered
