Budgetary potential assessment of subject of the Arctic region and its investment component

Investment attractiveness of a region is determined by many factors, including financial potential. Budgetary potential is one of the elements of the financial potential. The article considers the concept of budgetary potential, the approaches to its estimation and use of them on an example of consolidated budgets of subjects of the Russian Euro-Arctic region. The conclusions are made about the degree of budget participation in financing of investments in these subjects, and recommendations on the forms of budgetary investment financing in the future are given.
