Insurance payments to required social insurance: problems of optimization

The problem of financial stability of obligatory social insurance system in Russia gets more and more acuity. With return since 2010 to formation of financial base of social insurance system by insurance fees while it was not possible to balance budgets of the state off-budget funds. According to the author this is not conducive to including a constant revision of the law on insurance fees regarding change of tariffs.
