The problem of quantitative and quality standard of risks in the conditions of economic instability got recently urgency. In the article the new technique of estimation to risk at realization of priority projects is presented. It is concluded that the developed toolkit most full will allow to reveal specific features and level of risk at realization of investment projects with the state participation.
