The solution of problems which many enterprises of defense industry complex (OPK) faced now, demands transition from regenerative growth of volume of production of military and civil production to their sustainable innovative development. In the article methodological bases and tools of the solution of this task for increase of efficiency of activity of the OPK enterprises are considered.
