In the article feature of means for payment as account obligations of the budget is considered. The special importance of account obligations regarding payment of workers of budgetary sector of economy in all completeness demands application to them of principles of effective and responsible management of the public finance. The special attention is given to realization of principles of the budgeting focused on result.
