Bureaucracy as the basis of the stagnation of the russian state

In the article the problem of bureaucratization of the state and the most important social and economic consequences of this phenomenon is considered. The essence of bureaucracy reveals, characteristics of its functioning in the Russian Federation are analyzed, the material basis of bureaucracy and its leading position locate in society. The conclusion is drawn on a budget reshaping on service of interests of bureaucracy.
