In the article experience of Eastern Europe’ countries in the development of the competitive relations in the housing-and-municipal complex are considered. The analysis allowed to allocate stages of formation of the competitive environment in the Russian market of housing-and-municipal services. The conclusion that emergence of additional investment effect acts as result of logic completeness of all process of reforming of a housing-and-municipal complex is drawn and excludes the possibility of change of sequence of any of stages of formation of the competitive relations.
