System model of the federal budget of the Russian Federation

On the base of the federal budget of the Russian Federation the theoretical approaches to definition of the budget system organization are covered in the article. Systemic-functional model of the budget is presented; mechanism of formation of budgetary incomes at a federal level is specified; functional structure of the budget and an opportunity of management by its components are considered.
