Regional budget in transition: practice treasury budget Volgograd region in the implementation of Federal law 83-FZ

In the work the basic problem questions connected with financing of new types of official bodies (budgetary and independent) in the conditions of proceeding budgetary reform within the limits of Federal law № 83-FZ at regional level are analyzed. Practical recommendations to participants of budgetary process under the permission of these questions are made. The scheme of carrying out of cash payments at the expense of means of budgetary and independent establishments is offered.
