In the article the basic approaches to alignment of social and economic distinctions of regions are considered, key elements of budgetary regulation of regional development are formulated, foreign experience of the decision of the given problem is presented and recommendations for development of the program of development of backward and depressive subjects of the Russian Federation are made.
