It is offered a new approach to improvement of inter-budgetary relations in the Russian Federation on the principles of the relationship between socio-economic development of the municipality, the effectiveness of the bodies of local self-government and the financing of the cost of powers. The recommendations were developed on the basis of the federal law «On general principles of organization of local self-government in the Russian Federation» of October 6 2003 № 131-FZ.
