In article ways of the decision of a problem by an estimation modernization potential of regions on the basis of statistical comparison of set of indicators are offered. Set of relative indicators of definition of efficiency and activity of innovative activity of the regions characterizing their current condition, heterogeneity of development of subjects of federation and presence of a tendency of progress or recourse of territories in considered district is presented.
